FY24 Community Project Funding Requests

The deadline for CPF submission requests is FRIDAYMARCH 17, 2023 AT 5:59pm CT. Please note that this deadline is for all materials associated with a request, including documentation of community support. (More information on community support documentation can be found in Rep. Omar’s FY24 CPF Guide.)

TO APPLY:  Complete and submit the MN05 CPF Request Form. Your FY24 CPF Request will be complete when you submit the form. If all eligibility criteria are met by your project proposal, your project will be considered for a FY24 CPF award through Rep. Omar’s office.

  • The MN05 CPF Request Formis a sectioned Google Form where you will need to complete each section before moving on to the next. Our office compiled a reference pdf with the entire form’s questions so that applicants can see all the sections at once. Please note: this PDF is for reference purposes only and can NOT be submitted – the only way to complete a request for FY24 CPF funding through Rep. Omar’s office is to complete the MN05 CPF Request Form.

COMMUNITY PROJECT FUNDING REQUEST GUIDELINES

Community Project Funding (CPF) allows Congress to fund projects that will make a real difference in the lives of our constituents. CPFs are also an opportunity to provide funding to smaller entities who have limited opportunities for receiving federal grants otherwise. For the Fiscal Year 2024 Appropriations cycle, each Member of Congress can submit 15 CPF requests. Below are guidelines for how to submit a request for your project to be included in my office's submissions.

Before submitting your project request, you must meet the following requirements:

· You must be a not-for-profit entity, or state/local/tribal government

· Your project must be located in Minnesota's Fifth Congressional District (Double check here.)

· Your project must have demonstrated community support

For a full list of eligibility requirements and restrictions, including the types of projects that will be prioritized by Rep. Omar this cycle, see the Appropriations Committee’s FY24 General Guidance at this link.

To get an idea of the projects that have been successful in past cycles, see the links below:

· Press Release: Rep. Omar Funds $17,000,000 In Local Projects (FY22)

· Press Release: Rep. Omar Secures $24,720,224 For Local Projects in Final Government Funding Package (FY23)

Please note that our office encourages and will be selecting projects that are well into the planning process – aka “shovel-ready projects” – which are most likely to be approved for funding by the Committee. Projects will fall under a specific funding account within one of seven Appropriations Subcommittees. Staff hosted a virtual CPF Information Session / Q&A on Thursday, March 9th.

If you were not able to attend, here are the resources shared during the event:

  • A copy of the slideshow shown during the event can be found here
  • The questions from the Q&A portion have been added to Rep. Omar’s CPF FAQ. If a question is not yet answered on the FAQ, staff has not yet received guidance from the Committee on that question. Please continue to check the FAQ as it will be continuously updated with new questions and answers as staff receives additional guidance.
