Rep. Omar Submits 9 Amendments to the National Defense Authorization Act (NDAA)
WASHINGTON–Rep. Ilhan Omar (D-MN) introduced nine amendments to the National Defense Authorization Act (NDAA). The amendments aim to center human rights in the military and foreign policy; strengthen congressional oversight over the DoD’s use of artificial intelligence; support Sudanese civil society; and hold governments engaged in transnational repression accountable.
The amendments introduced by Rep. Omar include:
Omar #1151 – Bans arms sales to any country engaged in transnational repression against U.S. citizens.
Omar #1152 – Repeals the Alien Enemies Act.
Omar # 1155 – Requires a report on the United Arab Emirates' activities in Africa, including an assessment of whether U.S.-origin technology is being used to commit gross violations of human rights.
Omar #1177 – Repeals the War Reserve Stockpile Authority for Israel.
Omar #1273 – Expresses the sense of Congress that designation of a foreign terrorist organization does not constitute an authorization for the use of military force.
Omar #1276 – Requires a strategy for providing direct support to Sudanese civil society, including the Emergency Response Rooms.
Omar # 1302 – Clarifies that the Department of Defense's policy requiring human oversight of AI-enabled weapons applies to determining, tracking, engaging, and targeting decisions.
Omar #1303 – Requires Department of Defense reporting on autonomous weapons systems to assess how the Department ensures meaningful human command over those systems.
